I purchased Lionel culvert loader and unloader after I purchased Lionel 39498 culvert car.
Culvert unloader works ok with this car but loader has problems as culverts stack up in one place in car get out of line etc. So there is a Lionel culvert car (37057) with a ramp. Ebay pricing is about $70 ouch. So I thought maybe I could buy ramp on Lionel website, no, not available very smart of Lionel. So I found 37057 from an online dealer at a reasonable price.

I thought all the culvert cars were made the same, are you saying that there are different (mechanically) ones and some work better than others?

Yup, 39498 was the infamous "where's the ramp" culvert car from probably last year sometime. Caused quite a stir on the Forum at the time.
Peter's home-made solution looks really good, I'd try that.

You could try Lionel parts. #6207784005 for the ramp Put it in any gondola..
