My first question is will DCC control O gauge, and if so can take my 2 loco's that are Lionel, and change my decoder in the Lionel's to operate on a DCC system?

The Legacy or earlier TMCC electronics in Lionel O gauge locomotives are not compatible with DCC. If you want to run DCC, you'll have to gut the electronics and replace them with a suitable DCC decoder.
Only the newest Legacy-equipped Lionel/American Flyer S Scale diesels (SD70ACe's ES44AC's) are compatible with DCC.

Digitrax has a Application Note on how to convert the older Lionel engines to DCC. It is adding a bridge rectifier to the engine and removing the E-Unit.
