NNJ, some possibilities without seeing a photo of your car from the underside: One or more of the gear teeth is broken or really worn down, or the round gear pressed on the axle is loose (not likely), or there is some corrosion on the needle points on the axle of the geared wheel, which is causing that wheel set to not spin as freely.

BUT the most likely cause (from my experience with these sorts gear driven operating cars) is that they are very light weight (plastic frame, plastic trucks). Adding some self-adhesive weights inside the car on the side over the gear driven truck will remedy this problem.

Thank you for your suggestion.  I can see some wear on the large gear that turns the platform.  Placing weights on the body didn't help, but that ultimately led me to the solution.  First I tried tightening up the clearance between the platform and the chassis, and that got me as far as spinning the platform again but not high enough to get the rhino to clear the top of the platform.  I then speculated that the rhino was too heavy, so I placed a washer on the opposite end of the lever and that worked beautifully.  The rhino rises again!
