A friend bought this car today at a show and it is a LionChief car from the LionChief set. It says on the box that it is LionChief compatible. 

Do I need the remote from that set to operate the sounds and talk? He has the universal remote and could not get it to work. 

I have to hear from the experts on LionChief.

A quick internet search shows them offered as low as $79.99.  Availability is another question.  

I bought the LionChief Set last year at a huge discount from Kohl's, then sold my conventional set here on the Forum in no time flat.  I am going to keep the car in mind.  I've done all kinds of things trying to pose the conductor on cars without glueing him tight.  

 Since I can't go to York this go round, that is a task for you to research while there!

Train Nut may be on to something - I looked for a Lionel manual in service and found none - but, when I checked parts, there is a Bluetooth pcb available.

So, one most likely needs the most recent version of the PE set with the optional Bluetooth control or you need the Bluetooth app from Lionel for a phone or iPad. I believe it is available in the stores for either android or iOs.

was there no manual with the car?  

The Bluetooth would connect directly from the device to the car and trigger the announcements.

The manual from the 6-84328 - page 17 discusses the LionChief app and use -attached
