I’m too lazy to dig out and set up the TPCs to test this out right now... but I was looking through the old manual andI’m wondering if someone runs MTH this way (or has experience doing so) and knows what features #3 and #6 mean and what they sound like, as opposed to an actual horn button or bell button press?

It is used to trigger the bell/whistle conventional PS2 commands (described in any PS2 manual) for which no combination has otherwise been provided.
For example, bell-whistle-whistle activates the Passenger/ Freight sounds.
Note that the horn or bell should not actually operate- it is akin to a "short and firm" press of the associated button on a conventional transformer.
