loksound decoder whistle select doesn't stay selected

hello. i have a rivarossi heisler in which trying to program a different whistle i keep getting the same one after i power down. if i try and program the whistle again, it stays selected but when i shut the system down and power back up, it goes back to the whistle i don't want. any ideas?

I would email the ESU USA guys, they're pretty good. I have a bunch of these decoders but have never had that issue so I wouldn't know where to begin
