Why all the secrecy about the movement.

Because the railroads want it that way.

When a railroad runs an excursion, there is a tremendous amount of resources in place to make it happen. Every company officer on the division will be working that weekend. Nobody gets the weekend off. Same for all the railroad police officers. The police and other company officers (Trainmasters, Road Foremen, etc.) will out along the line patrolling the track. The dispatchers have a different set of rules they have to follow on an excursion day. They also alert the police departments in the towns along the line about the coming crowds. In other words, there is a LOT going on behind the scenes that no one sees. It costs the railroad thousands of dollars to bring all these resources to bear.

None of this is in place for a deadhead move. And that is why we never announce our deadhead moves in advance.
