We used to pull this kind of stunt as kids playing with the train layout.
Yeow! That's my neck of the woods. Didn't hear anything on the local news. Too bad, I might have run down for a couple pics. Good no one injured.

Looks like it was an old foot bridge (?) Oh, well, the railroad has deep pockets and can build them another one that is nicer and will clear any high/wide car.
According to the article it "was" a foot bridge and it is now used as a utility bridge. Those "deep pockets" may be needed to do a lot more repair & updating since utilities were involved.
The Clearance Bureau missed this one. That high-cube car should not have been on this route.
I'm not so sure the railroad has deep enough pockets if this happens very often. This is not in the budget!
To muddy the water a little more. Some of those structures may have historical significance. There are still some cast Iron Bridges that date to the 1800's involved with the Great Allegheny Passage/C&O Canal path bike trails. I remember seeing bridges like that when we got to DC last summer.
From a big picture perspective, this is a tiny problem that chump change will fix.
