MTH DCS will operate MTH DCS equipment - with some additional Lionel equipment MTH DCS will operate Lionel TMCC equipment.
Lionel TMCC will operate Lionel TMCC equipment (& Legacy equipment in TMCC mode only)
Lionel Legacy will operate Lionel Legacy (all features) & TMCC equipment
Neither Lionel TMCC or Legacy will operate MTH DCS equipment
Either system can be configured to operate conventional equipment. And either system will operate all manufacturers conventional equipment when set up for conventional operation.
Each manufacturers systems work best with their own equipment, so the best thing to do would be get both the MTH DCS and Lionel Legacy systems, that is if you plan to run DCS, TMCC and Legacy equipment. I think most others will recommend this also.
Most others on here are much more knowledgeable than I am as far as what exact equipment you will need for certain setups and how to set it all up. Some layout wiring modifications may be required.
If you have mostly DCS and a couple of TMCC locomotives, I'd stick with the DCS system with a TMCC command base. However, as previously stated, if you're going to have a number of TMCC/Legacy locomotives, do yourself a favor and just get both systems, they play well together.
I'm not sure what you're going to do with DCC in the three-rail O-gauge world, can you explain that?
