Please help identify this ERR board

I need help identifying this board. I know it is some sort of ERR mini commander from the original company but I don’t have a reference on how to install it. I have all the wire harnesses. Any guidance on how to install this would be great.

That's an RCDR TMCC receiver, intended for dummy locomotives. It has couplers, LED lighting outputs, and serial data for sound cards.
