Did you enable the E-unit by plugging the cord into the correct jack so it cycles F-N-R?

Did you lube it and ensure the armature is free (turn it by hand)? Far too often the grease and oils gum up and lock the driveline-very true in unrun units that sit for long periods of no use.

I cannot stress enough, I have this exact engine and mine was locked up solid and could not spin when I got it. It took a bit of soaking with light oil in the key bushings and thrust bearings of the armature to free it with rocking the armature by hand and then more gentle lubing and careful running in while monitoring current draw. Eventually it was good to go but again started being so tight even finger pressure could not rotate.

This model of locomotive is notorious for having the grease harden up like concrete. At the very minimum, the shell needs to come off, and the worm shaft removed so the gear well, and the parts can be cleaned and lubed appropriately. Leaving that hardened gook in there can be a problem. It turns to grit, ans can grind up components. If this engine is new to you, have it serviced completely by a competent tech, or DIY if you know what you’re doing.
