The bridge in question is Pelham Bay Draw Bridge (AKA Amtrak Hutchinson River Bridge) over the mouth of the Hutchinson River, between Co-Op City and Pelham Bay Park in the northeast Bronx. The director was able to show the area without landmarks because the only buildings were of the old Freedomland amusement park west of the south shore (to the left of the boat as seen from the bridge). https://en.wikipedia.org/wiki/Freedomland_U.S.A.

When this TV show was produced, the bridge was already 50 years old. 62 years later It is still in operation.
MTA and Amtrak have agreed to 'replace' the bridge to allow Metro-North New Haven line trains access to Penn Station. With the MTA's track record on projects going over budget and past deadline who knows how long that will take to complete. In cases like this the railroad is required to post notice upriver that the bridge cannot be opened.

The mentions of 'east' and 'western shores' are not relevant. The boat looks like it was moored in Eastchester Creek, maybe in Mt. Vernon.
Office and the 'Lunch' scene starting @ 30:07 was shot on the roof of the Governor's Island ferry landing - nowhere near 666 5th.. End credits for this location and NHRR bridge.  Behind the 'lunch' location looking north just beyond the FDR Drive is a park now called New York Vietnam Veterans Memorial Plaza, originally known as Jeannette Park.
