What is the best/easiest way to remove track pins from Lionel 027 tubular track ?

Pliers and band-aids
If they are really tough, you might have to wiggle them a little to loosen them.
Use diagonal pliers or linemans pliers to grip the pin with the cutting edge, and use the folded webbing as a fulcrum to extract the pin straight out. You want to keep wiggling to a minimum to preserve the rail profile.

Tap them in ( yes in ) about 1/8" then pull quick and hard with a pair of plyers it will get it pass the little indent that hold them in place.
