I recently bought a MTH Daylight 4-8-4 GS-4 steam engine (20-2483-2) at an auction site, not realizing it had scale wheels. My question is can the wheels be changed to regular flanged wheels?

If by "regular flanged wheels" you mean the large Hi-Rail flanged wheels, I'm pretty sure the answer is no, because MTH does NOT offer wheel conversion kits for their steam locomotives. Only Premier diesel models.
If it won't run well for you on your track, I'd suggest selling it and buying the 3 rail model. I would try it first. Follow the instructions, throw the switch and add the center rail pick-up rollers.
Did they advertise it as the -2 scale wheel model?
listed it as 2rail 3rail conversion but not the scale wheel, my bad.
