No. Most "shortlines" don't even have signals, let alone CTC. Also, some "shortlines" might not even have more than one or two trains on a line at time.

Surely you're not thinking that our Government agencies, such as the FRA, are inclined to make knee-jerk decisions, implement an ever increasing amount of mind-numbing rules that encumber productivity, and said rules upon rules doesn't actually HELP anything? Is that what you're thinking?
Hard to believe that not everyone has total and complete confidence in the ability of our US Government nowadays to manage our personal lives and private enterprise business.

From what I've read it depends mainly (at least initially) on whether the railroad in question hauls passengers or hazardous/flammable materials, or operates in excess of certain speeds.
