I am wondering if anyone here might be able to help me find the source for these wire wound resistors These are 27 ohm, I would also be interested to find some down to 22ohm. The length shown is the max that I can use.

I'd like to know, too. Plus, what resistor gets hotter at a lower voltage? Less ohms, or more ohms?
Those are the standard Lionel 8141-55 heater resistors. MTH's are somewhere in the 20 ohm range.
V^2/R = Watts. It depends. Voltage percentage change has more effect than resistor percentage change. Plug in some values and decide what you want.
the lower the ohms on a given voltage the hotter the resister will get!

Actually, MTH resistors are 16 ohms, and they use two of them in parallel in the full sized smoke units. Obviously, they use a regulator circuit to control them.
A cheap way to get perfectly usable smoke resistors is to buy 5W square ceramic wire wound resistors in the correct value. You can simply crack the outside case in a vice an out comes a perfect smoke resistor, very quick and easy.
John, can you tell us the dimensions of some of those resistors in say 22-27 ohms when you have the shell off? For the smoke unit in the Gilbert Flyer the length and diameter are pretty critical.

They might be too large for smaller smoke units, they're pretty much identical in size to the stock Lionel 27 ohm resistors. There are smaller options as well.

John, where can I find the resistors, Digikey wants to sell minimum of 3000.

Look closer, you can buy them in single unit quantities.
