If I had to take a guess, I would think he placed it in Announcements because it is announcing a show, and he placed it in the Hi-rail O-27 and 3 rail as well as the Tinplate forums since the show boasts 30 layouts, so I have to assume there will layouts representing both these areas of interest. Posting in the three sub-forums will give the max exposure. Seems totally appropriate to me.

NOt to mention he IS a Forum Sponsor so he can do the maximum exposure postings! I was last there at that show in 1999 and it was TWO halls! it was an interesting show for sure! Worth the trip!
