You can only move the wheels by spinning the motor, you can't backdrive the gears in these.  Newer Legacy locomotives do have back-driving gears, I don't know of any TMCC models that had them.

 

I think taking the shell off and spinning the flywheel for a few revs of the drive wheels would be a good test.  You're looking for any mechanical binding.  I'd also look for any loose connectors, screws, or wire nuts.

 

Did not see any binding.  Made a test run.  Using my Legacy speed control if I go one or two it won't stop but will slow down in a couple of places.  If I have it on the third speed (14) it runs fast enough that it doesn't slow down.  Does that make sense?  I think I will hook up a test track on the ping pong table and see what it does there? What do you think?
