I have a friend that is building a shelf layout in his basement. The platform is wood. Two questions...

1- What needs to be done for sound control? He doesn't want the wood to be noisy.

2- What is the best way to fasten the track down?

The layout will have on board battery power so electrical connections are not necessary. The platform is high enough so the shelf top does not need to look good. He is thinking of using tool box drawer liner under the track.

I have a G Scale shelf ceiling layout in my train room using wood shelves and metal brackets,  It is very quiet using LGB brass track, especially compared to my O gauge Lionel Fastrack layout at table level.  In fact I had a visitor ask me why the Big train was so much quieter than the smaller trains.  To be honest, after 3 years, I still haven't bothered fastening the track to the wood at all.

Sound can be deadened by placing some sort of padding under the track.  The variety of padding is endless.  There's carpet padding, laminate floor padding, Homasote, cork, indoor/outdoor carpet, etc.  

Personally, I would use drywall screws to hold the track in place.  1 1/4" screws should be sufficient.  He will have to drill holes in some of the ties to allow the screw to pass through easily.  Just don't drive the screws all the way in.  Let the track move up and down a bit.  About 1/8"
