Or maybe it is meant to be the bell...sticking straight down thru the metal frame of the engine at the one side.

Yes I did. That exposed the middle two screws as you say, but then on one side pointed downward, there is a bell shaped item that goes thru a hole in the bottom plate that has to come off before the shell will separate from the bottom plate. The bell goes thru the plate and is secured in the bottom area of the shell. I don't know if it unscrews (doesn't turn easily) or if it is pressed in (doesn't pull off easily) or if it is glued...just asking before I mess up something if someone knows. It's not mentioned in the manual.
I have the U30C from 2001. Has the bell like your engine. It's been a while since I last had mine apart. I seem to remember it pulling out. I just went down and checked mine and it looks like I glued it back in. Be very careful if this engine has the sun shades on the side windows as they can break off. If I remember right this engine had the spring connections to the top of the cab inside. They have to be lined up when putting back together. Hope this helps.
