The Dash-8's are at least two generations improved from the original U-Boats. Whether they are any better than U-Boats is open to debate.

Whether they run well or not, those GE units Ross "obtained" are already fully equipped with the required Automatic Train Control electronics necessary for operation into Washington Terminal.
Related question: How were the GE U-boats, with their 16 notch throttle, made to be compatible when in a consist m.u.'ed with EMD units having the standard 8 notch throttle? Did the GE's revert to 8-notch operation somehow for m.u. operation?

I have been told by NP enginemen that, by gentlemen's agreement, mixed consists of U28C's and SD-45's were set up by the roundhouse hostlers with an EMD unit in the lead for the comfort of the crew.
