I saw this on the tracks near Providence, RI.  My guess is that it is a rerailer for equipment that may have derailed.  I'm guessing somebody may have left it behind.  I sent a picture to the Providence and Worcester Chief Track Engineer and gave them the location.

A crew member could also be in control of the switch. Entering the main track the switch would have to be lined to remove the derail. Leaving the main line the switch couldn't be lined back until the train cleared the derail. No short cuts here  and many crew members have derailed their own train trying to make a fast move. How would I know that!
