I don't believe a wiring diagram was ever published for the 6-18205 UP Dash-8, but here's one that's very similar to the loco you have:

The difference is that yours has a mechanical e-unit, but this one has an electronic e-unit with a lock-out switch.

While it looks complicated, there are really only three "systems" that need wiring.

1) The e-unit has two leads that go to power/ground. The green motor wires from the e-unit go to the center lug on each motor, and yellow and blue to the brushes. (You might need to flip the blue and yellow wires on one of the motors to be sure they are going in the same direction.) The motors also should be connected to ground (outside rail) at one of the brushplate mounting studs. I noticed your motors have the blue wires (instead of green) going to the center lug on the motor. It's hard to diagnose without seeing where these wires attached to the e-unit, but this is either incorrect, or Lionel used a different color of wire. You'll need to play around a bit.

2) The horn board has two wires to power/ground and two to the speaker. The switch on the underbody gets wired into one of the power leads.

3) The strobe light board has two wires to power/ground and two to the grain-of-wheat bulb.

And of course, the headlights get wired to power/ground.

That diagram sure makes things look a lot easier. and your instructions will help alot. I will let you know how things go. I will have to wait till tomorrow to take it to the local guy around here that has a layout. I kinda sucks not having a layout and being an hour or so from the nearest store that might.

I just bought a 6-18213 Norfolk Southern Dash-8 off a cabin Fever auction. Tried to run it and it has a short.  Took off shell and found two light blue wires coming out of light control module that are not connected to anything. Since the Lionel wiring diagrams above are no longer on their website does anyone have a wiring diagram so I can determine where to connect these wires?  There are six wire nuts and none appear loose so can not figure out where these light blue wires pulled out from.  Thanks for your help.

The 6-18213 was a 1994 pre-Railsounds engine with three boards - an e-unit board, a sound board and the lighting module board.  the red and black wires out of the lighting module board go to the two light bulbs at either end of the engine.  Just can not figure out where the blue wires connect.  If anyone is opening up their trains from this era, let me know what you see.  Many thanks.  Very frustrating the Lionel took down all of the diagrams they use to post.
