You will need a relay. Here is a diagram. The wire from the track activation device could also be from an isolated outside rail.

Thank you for the diagram but I'm still not quite there. For the track activation device I believe that I can create an isolation track section such that the train will complete the circuit as the train passes over the rail but there are two MRAPR relays that are made by Azatrax: one is 8 to 14 volts and the other is 10 to 17 volts. Is it the 10 to 17V?
It depends on what you want to use to power the relay, track power, 14v acc, or something dc. I'm assuming they are ac relays, so the higher one would work for the first two.

I just checked and they are AC/DC relays, so I would use the higher range. Most will run with lower voltage, but higher voltage than rated may cause problems.
