Any Suggestions on how to re-attach this roller to passenger truck?

Donald could you drill out the old rivet from the roller and use a pop rivet to attach it?

What about a tiny sheet metal screw?

Never mind, the hole looks too big.

You could go the weaver way and use 2/56 screws and locking nuts.

If both parts are metal, scrape off paint and use J B Weld.

It's easy to bend those tabs, remove the bottom plate, and use a standard press or tool to put a new rivet in.

Worth a try, but having a spare new baseplate (which aren't very expensive) is worth it.  The tabs sometimes bend back and forth OK, but snap off easily even if you are really careful, especially on older cars.
