Cars 6-28727 & 16791 –City of Lights-2- cars w/o lights now
Both cars have no lights and power ok for engine and lighted caboose
Last year Pennsy engine 0-4-0 #3891 board went bad and fixed by Lionel dealer
Maybe these cars were on track and something happened
Each board uses each roller for pick-up and 2 boards per car (691-PCB1-08ERev B and C))
I can’t see anything fried
What to check on board?

You could always just pick up new boards from Lionel... Debugging these in ASCII is going to be challenging. 
Other than seeing if power gets to the board, I think that's the expedient route.

Hard to believe all the boards went out at the same time.
i may have one or both of those cars that I would sell to you. They are Brand New. If interested,shoot me an email & we may be able to make a reasonable deal that is good for you.
Agree but it also took out my engine last year
My guess is a transient voltage spike
The diodes with VOM were ok
Engine and other lit cars run ok
Maybe down the road I'll get some LEDS and put inside car with boards removed-allow light
I'd probably take a stab at replacing the 565 dual timer chip, it seems to be about the only transient sensitive component there.
