I have no idea what that engine is but, the device with the Woodward id tag, would be the governor. Woodward was a long standing manufacturer of fuel control devices for diesel engines, including EMC/EMD, GE, Alco, and many others. The Woodward governor maintains the proper engine RPM at given throttle positions, regardless of load.

Straight out of an Alco switcher.  On the other side of the engine (the left side of the locomotive) was the oil dipstick, and the fuel injector cutout valves.  You could actually cut out two fuel injectors on these 6-cylinder engines and they would still run.  That's a durable engine!

It appears that this engine was overhauled by Alco, and the governor was sent to Woodward for exchange or rebuilding.  That leads one to think that the owner did not have the shop capability for major work, so it might have served at an industry or on a shortline.
