I installed one yesterday. and it seems quiet so I thought it's the shell I'll have to remove it and move it to the B unit to get more room and better sound so tonight I took the shell off and thought lets see how loud this is no change it's really quiet can't hear the crew talk very well or the engine running sounds. is there a volume button dial on the board I tried with the remote. this is full volume

I hear it fine on the video. You do know that the RS5 boards have separate control for the volume of the engine sounds and horn/bell, right? Hit Aux-1 and then Volume UP a few times and see if that helps.
I actually have an ALCo ERR sound board that I installed in a Lionel FT, if you'd like to swap...
I did that and it's at full volume. I know my sd 90 is loud enough to hear anywhere it runs on the layout same with the chuffing of the union pacific Berkshire jr but this one 5 ft away you can't hear it .
horn you can bell you can but the crew talk and engine running sounds are really quiet.
Did you also set the volume control on the board at full volume?
You may also want to consider a better speaker with a good baffle, that's a key factor in determining the sound volume.
On the board ? how do you do that
If its the old style, with separate sound & power boards, then the RS boards can be swapped, and the sounds are controlled by the remote.
If the model that you have is the Railsounds version, then the volume pot is the one with the yellow bit in the bottom right of this picture. This is where you can set the maximum volume.

I read through the instructions and it said something about turning the volume up but didn't say where but then in the schematic it showed it. you learn something new everyday read instructions lesson for the day. funny I installed 3 err boards a a/c commander and 2 cruise commanders and have yet to read instructions other than looking at pics for wires. then did the sound commander heck it's plug and play lesson learned here read instructions
They say something about 3/4 of the way up, it just crank it full and test before deciding to cut the volume down.
that's what I just did much better still cant hear when running at any kind of speed but it is a a/c motor engine so it never has been quiet
