While the Mini Cmd ACC programs and the output HC1 turns on as indicated by the 12 vdc LED (thru a diode and resistor to use only the positive half cycle on the LED . I also have the HC-1 output connected to the power for the car. As the instructions indicate. 
The car turns on as indicated by the audio "Wake me up when we get there.", but it seems that repeats over and over as it goes around the layout. It's as if the car is restarted over and over and it never gets to the screetching and the rest of the program.
I don't detect any blinking of the LED power indicator.
I tried substuting a Mini Cmd HC V2 as well and have the same problem
Should I put a non polar cap across HC1? Is this Noise spikes or voltage drop outs?
When I bypass the Mini Cmd ACC, the car works normally.
 
I have installed three other Hot Box Reefer cars with the Mini Cmd ACC which don't have this problem.

The car may be seeing a DC offset that is triggering the conventional shutdown of the car.  A non-polarized cap would be a good start to see if it has an effect.  Try measuring the power getting to the electronics and see if there's a DC offset.  For testing, I just work on my bench with a short piece of track, I roll the car back and forth to "simulate" continuous motion.

FIXED! Thanks John for the fix. The DC was the issue and it was caused by the LED I had on the output of the Mini Cmd ACC. I guess I need an incandescent or another LED turned around .

I have never had this problem before with the same Mini Cmd ACC, maybe this HBReefer is more sensitive or needs a resistor somewhere to decrease the gain of the DC sensing.
