In my humble opinion you definitely have the correct fellow's name on the cover. We've enjoyed seeing many, many of Ken's amazing creations over the years here in these threads. He's the right guy.

Uhmm...didn't know this was the "big question" but to answer it briefly, our book has "suggestive scenery ideas" illustrating structures, landscapes, etc. ... but I don't know if it is "a la Atlas O track plan books". I can tell you that Atlas liked it so much that they are the exclusive sponsor (other than OGR) of the book!
