can you slow or stop trains in isolated block sections with DCS?

I am using a MTH WTIU and an AIU. I am trying to figure out how to stop or slow a train in a block section. I am using an isolated ground method on the layout for my block signals. Also can you "Link" the Switch Ports with Accessory Ports? so if a group of switches is Activated - it could also activate an accessory port for signals?
