Can the Lionel app be used on a laptop

None of the Lionel apps will run on a laptop, only on phones or tablets, and the oldest of them only on iPhones.
However, there is a dedicated application that runs on PC's , called eTrain, that has been marketed in the past. It's not a Lionel product, and the third party that made and sold it (via eBay) seems to have disappeared over the last year or so.

When you say app, I get the impression you mean the Lionchief app and the answer natively is no. Maybe through some phone and tablet OS emulators but I doubt that is great or worth the trouble and effort?
