I assume the Lionel peel and stick LED lights, #1929904, connect to aux AC power 9-14v. Do they require resistors?

According to Lionel, 12-18 volts. Since they show them being connected to track, I can only assume it's A/C. There's also a video that explains it. Since the presenter didn't realize that there was AC on the track and tried to explain polarity, it's probably best to ignore the video.

Thanks John. Do you have any suggestions for supplementing building lighting with LEDS under canopies, in store front windows, and on the outside of buildings on signs? I have two DC wall warts, 9v 250ma and 12v 1a, I can use if it would eliminate the need for resistors on any nonLionel LEDS.
You need resistors on pretty much any LED with a fixed voltage power supply. LEDs are current mode devices, and the power curve bends very sharply once you reach their operating voltage. If you have a typical white LED that operates at 3.2 volts, it will draw 20 milliamps at that voltage. Just increase the voltage a couple of tenths of a volt and it's drawing double that current and it's lifespan is cut to probably 1/10 or even less.
