When using the remote ditch light control, cycle up or down to get the desired effect. The remote will display how they will operate. It's just not an on/off switch.
The cycle is
OFF always
OFF during motion, flash on with horn
ON during motion, flash (off) with Horn <- DEFAULT
ON solid

The lights do not come on when the train is not moving. When I was taking my Lionel training I did the same think and I was doing all I could to get them on and someone in the back ground stated get the train moving. I did and the lights came on when I hit the horn button. My instructor stated they only come on went moving just like MartyE stated.
