As someone who has been hearing that we would have a train from the Poconos into Manhattan for 25 years+, I would just say, close only counts in horseshoes, hand grenades, and nuclear war

The extension is going to have eight tracks and four platforms. Given the volume of traffic on the LIRR, that is going to handle just a fraction of their daily ridership - so how are they going to decide which trains terminate at GC vs. at Penn?
