Yep. I think I'm going to order one even though I don't collect Norfolk-Southern. I have this thing for Geeps.
This bodes well for updating the 2016 v1 20-20578-1 NS Safety Train Set from the GP40 engine to the First Responders GP38-2 #5642.
When NS announced this second First Responders paint scheme in Nov 2015, they said the 5642 would lead the Safety Train.
MTH, if you are listening, this is what you should deliver in 20-20578-1. An awesome set it would be. Having already pre-ordered it in the fall of 2015, I would love to actually get this. I'm willing to wait on it!

This appears to be backordered for Lionel and MTH. Does anybody know the radius it runs as I could not pull up that info on the web sites I checked. Thanks.

If you use MTH's product locator and search for Premier GP38-2, you can look at the most recent productions from the 2015 v2 catalog. Features say O-31 curves. Not likely to be different in 2016.

The MTH 2016 v2 cataloged 20-20648-1 GP38-2 #5632 in the First Responders paint is a nice engine. Paint is crisp, clean and clear. Nice complementing engine to the 9-1-1 First Responders. The rest of the First Responder painted rolling stock are individual cars, not sets. MTH, Lionel and Atlas make different ones so you can customize your train. The Atlas 25,500 gallons tanks (A 3005012) are real beauties. You can use MTH's product locator with key word "responders" and everything Premier and RailKing will pop for you. Same with Lionel's search engine.
The 2016 v1 20-20578-1 NS Safety Train Set with black GP38-2 and white cars is the old NS safety train and was obviously announced before the red, white and black GP38-2 and various cars were in 2016 v2. The latter announcement by MTH pretty well deflated my enthusiasm for the former. It's a nice set, but I would have skipped it had I known the newer NS FR train was coming in the following catalog. A peril of preordering for sure. In view of that, the only really special thing about it is that one of the gloss NS Office Cars (Missouri) is in the set and is not available separately if you are a fan of those cars. I have seen WTB ads on OGR looking for a set break up for that car.
I think you would enjoy the more colorful 20-20648-1 and matching rolling stock.

To directly answer, I haven't seen the Lionel 30K Gallon tank cars yet so I can't recommend one over the other. I chose Atlas because they were 25.5K cars which I wanted and they had the Operation Awareness & Response (OAR) logo and TransCAER marking which Lionel doesn't show. All about your preferences. Here is the Lionel catalog 6-84438 image and two of my delivered Atlas 3005012. Then the real deal. I'm pretty satisfied with my choice.
In general, I would offer that it may depend on how you want your train equipped. The manufacturers all seem to be producing the Training First Responders scheme in whatever models they have available. For Lionel, its the 30K Gallon Tank and the standard Unibody. For Atlas, its the 25.5K Gallon Tank and the ACF 50'6" single door Box Cars. For MTH Premier, its the 33K Gallon Tank Car, 20K Gallon 4-Compartment Tank Car, standard Unibody, the 8000 Gallon Tank Car and their 50' Dbl. Door Plugged Boxcars.
To paraphrase that credit card commercial: "What's in your train?"
