Yes.
Steve:
In addition to operating folks, NS already has a significant number of people based in the Atlanta area including real estate, dispatchers, central yard operations, customer service, finance and accounting. They had considered moving marketing and pricing down here several years ago when the general office in Roanoke was closed but; those folks ended up in Norfolk instead.
As to why they would move headquarters to Atlanta - why not? From an operational perspective, Atlanta is a major terminal for NS and their systemwide training center is just south of the city. Hartsfield-Jackson makes it possible to easily fly just about anywhere you could want to go and, in NS’ case; puts them about two and a half hours or less from any point in their network.
NS also owns a significant chunk of property downtown including the location of their old Spring Street office building as well as an area known as “the gulch” where the old Terminal Station was located. The city plans to purchase and develop this area and NS stands to make a significant chunk of money from the sale of the property. I would have no doubt the city and the state would make it advantageous for NS to take that windfall and invest it in establishing their headquarters here in Atlanta.

There's a bigger supply of Coke there.

Closing the Roanoke office was sinful. ....
Come on boys, it is the heart of Dixie and where the Southern RR had its heart. The fried pickles and fried Chicken call home!

That town was the Heart of the N&W, I guess we now know who the rr in the merger is pulling the strings.
At least Atlanta is not directly on a coastline in a hurricane zone
I am not sure how well VT guys will deal with the change.... too close to the "other" engineering school.

Maybe they like the traffic better down there than here
When my wife worked for Bank Of America, she actually worked out of the NS building, next door to the BOA building.
The problem with Norfolk and the Tidewater area in general is...We're on the tail end of everything, the interstate, the RRs, etc. The area is just not on a traffic corridor like Altanta.
Though I can't see moving to Atlanta, too much traffic and too crowded, Roanoke would be my choice if I was going to relocate. Even if they move HQ, Lambert's Point will still be here (I guess), unless the Navy wants to make the whole length of the Elizabeth River their own!
