when I get on the ogr website there is a red band across the top that says I have changed time zone and need to reset time. It keeps me from being able to click on the menu and see the different forums. I have tried everything but can't correct problem. Anybody had this problem or know how to correct it.

Try deleting cached pages and/or cookies
There is a history here. See these 2 threads to see if anything helps. Even if you aren't actually changing time zones the trick to dismiss it (invisible "x") may be helpful.
