In addition to the 6-16655 RailSounds tender he mentioned, there's also the 6-19833. These came out circa 1995. More recently Lionel's sold the 6-36788 SteamSounds tender. All of them are designed to replace your existing tender.
If you're handy and want to put new sounds into your old tender, the internal parts are available from the above as well, particularly the 6-19833.

You can also have higher quality sound by using the ERR RailSounds Commander kit.
Does that tender shell come off, and you can screw the shell from the other right onto it?

Generally yes, among similar types(like the 671W/2046W type shell on the one I posted).
