Replacement LED Board for Atlas Industrial Rail Passenger Car

I have a Atlas Industrial Rail passenger car that needs a new LED board. It looks like one of the capacitors on the board blew. So only one light out of two is lit. It is directly glowered from the track.

I found the part number for the board (1019911) on Atlas web site. But could find no replacement board listed from Atlas. Is there any other source for Atlas parts other than the manufacturer?
I have attached a photo of the item number.

Any information would be appreciated.
