Resistor for smoke puffer unit Lionel 6 38015 same as 6-18058

I took the shell of my 2000 NYC 773 found that their is no resistance with the ohm meter on the resistor,, A quick search on this forum with this type of smoke unit .. a guy used a 27 ohm I found one I can get not sure if its correct its part # 600-8141-055 metal 4090-30 thanks for letting me know.... also if it is should I put the sleeve back on or leave it out on this no fan just puffer smoke unit..
