I have a 22x40 foot layout spread out into 3 rooms connected by tunnels. The legacy base is located in the main room.

Can I use a second legacy base specifically for the kids to run some accessories like gantry cranes,culvert loaders etc?

Part of my reasoning for doing this is there is some  communication interference in this second room due to to metal posts in the walls where the accessories are located. The second base would be located in this second room.

Would the second base have to use a different channel than the main base?

Yes.  A second remote will contain all the information stored in the base as soon as you connect.

I have a similar layout that goes through multiple rooms and also various walls.  My signal was often poor in certain areas away from the main room, poor to non existent.  I bought an antenna and the problem went away for the most part.  I agree with the others a second command base is not going to help your problem, rather make it worse.
