The two boards farthest from the smoke unit are the two RailSounds boards. Also, if you decide to try to reseat the PLCC chips, you MUST use a PLCC extraction tool, don't pry at these with a screwdriver or other tool!
The boards simply pull straight up off the pins. When replacing them, make SURE you don't get them off by a row of pins, that's a board killer. As rule, I just pull the chips straight up, then reseat them. This will clear any oxidation between the socket and the chip.
George is right, check the volume control, it's the other part that can cause no sound. I've included a link to the TAS manual for the EOB board, it will be useful in troubleshooting this issue.
