I have a question...  I have a Legacy controlled layout on the the first floor & I'm  going to add a small switching layout in the basement about 20 feet and one wall away from the first floor base.  Can I simply run the wire downstairs and use the Cab1?  Or do I need something else?

if it is the new Cab-1L remote, then yes, it should send the signal through the floor. If it is the original Cab1, then no, it will not communicate with the Legacy base.

Legacy and Cab-1L are on a different frequency than the TMCC Trainmaster base and Cab1.

The layout with the base is first floor.  New layout will be in the basement.  Actually the signal would go through a sheet rock wall, then the floor (wood) to the basement.  About 20-30 feet from the new layout.  

I have run the current layout from 40 feet and two walls without issue.  Looks like a winner.
