i am new to Legancy and purchased a new Gp 35. I am building a new small layout and this locomotive ran fine yesterday. I worked on scenery and when I triEd it this morning,all of the sound works great but it will hardly move. Full throttle the ditself spools up and the engine jerks forward and then the diesel spools down and the engine stops? Cleaned the track and the same results?

First order of business......check the track for shorts.......if no shorts, try running just the locomotive with tender on another section of track....just to see if the train is shorting itself on that section of track you may have been working with scenery.
It sounds to me the Legacy is sending the signal since the train starts but it then jerks and shorts.

No Shorts. track voltage is 19 also tried it on another part on the layout. My hand held controller is displaying "speed limit". The only way the locomotive moves is if I rotate the boost control.

Check to see if the brake lever on the Cab 2 is not engaged. Also go to the manual and do a reset on the engine.
I was going to suggest to make sure the brake slider was all the way up to the top also. I am also fairly new to Legacy. My grandson figured the brake out way before I did. After he left one day I couldn't get the train to run again. It was the brake, that's how he had stopped it before leaving. Kids are quick these days!
You may have set the speed limit function inadvertently.....follow these steps to clear it:
Clear Speed Limit
With your engine or train on the track,
1. Press and release ENG or TR
2. Press and hold the speed limit Touch-Screen ICON
3. SPEED LIMIT OFF will appear at the top of your display screen 4. Speed Limit is cleared
