I got this lionel accessory as a gift for Christmas and at first I thought it was one of those tmcc smoke fluid loaders, but I looked it up and thats not what it was . I would appreciate any info on it 
cause I could not find anything on the web about it

No number anywhere to be found? Did you put power to it to see if it does anything? Looks like something may be missing from it.
That may be pat of the Steam Clean and Wheel Grind Shop.
That is what it is from, the steam cleaning portion of the Steam cleaning and grind shop. But you need the main controller to operate. It makes 'steam' to 'clean' locomotives. Instructions on Lionel's website 12767.
