I think I only need to put a plastic spacer/wood dowel in the middle rail but I'm just confirming. I'm replacing the fastrack piece that has the center rail cut and has the jumper wires. To isolate/cut power on the fastrack, i removed the wire jumpers. that being said, I think I'll I have to do is replace the metal pin in the middle of the older 3-rail track. Just wanting to be sure... thanks, jeff

If I'm understanding your question, you are wanting to isolate the center rail between two connected pieces of tubular track? If so, Lionel makes fibre pins for this purpose.

Correct, the outside rails are typically always common all around the layout. The only exception to this is if you're using one insulated outside rail to trigger signals or accessories.
If you're just wanting to isolate two connected tracks so that they can be powered independently, then yes one in the center rail between adjacent power blocks.
If you wanted to use an insulated outer rail set-up for triggering trackside accessories or want connect an older tubular style turnout, then they are also used in various combinations for these applications too.
