The cure may be to reseat the two PLCC chips on the board, they develop poor connections and need to be moved in the socket to make a good connection. 

 

Don't try to pry them out with a screwdriver or the like, you should use a PLCC chip puller if you're going to try this.

 

One thing you can try is to hold the board and press down with your thumb on each of the chips, that may move them enough to make a good connection.  Maybe not, but if you don't have the tool, that's what I'd try first.
