Williams Diecast Hudson Cruise Commander installation

reading the various threads on this, just to be quite clear - the ERR Cruise Commander converts the loco to a TMCC loco, and if I don’t have TMCC, it won’t serve any useful purpose?

Well, a small feature would be cruise control in conventional mode, but that's not enough to spend the money for the Cruise Commander I suspect.
